
The MCM team is currently providing yearly review and updates for submittal of Bradford, Cameron, Clarion, Clearfield, Clinton, Elk, Jefferson, Lebanon, Luzerne, McKean, Sullivan, Susquehanna, Venango and Wyoming County’s Annual and Triennial Plan funding requests to the Commonwealth of Pennsylvania as required under Title 35 as amended which includes wireline, wireless and VoIP planning as well as reconciliations and appeals.
MCM recently provided consulting and planning services to improve the diversity of Cameron County’s 911 Telephony Network.
MCM is currently providing planning, acquisition, implementation, training and project management services for a county-wide simulcast police radio system for the Clarion County Office of Emergency Services. This project is a direct result of a $500,000 COP’s More Grant award to Clarion County based on a previous Needs Assessment and Strategic Plan and Federal Appropriation request completed by MCM for Clarion County in 2008.
The staff of MCM provided research, procurement and acceptance testing services for a Multimedia Logging Recorder for the County’s 9-1-1 Center and EMA. The multimedia logging recorder records CCTV, data, voice, data, and all twenty computer screens in the 9-1-1 Center (screen capture).
The Staff of MCM recently completed a needs assessment, site survey & equipment inventory of current systems and created a 5 year strategic plan to enhance the communications systems for the County’s PSAP, Police, Fire, EMS, Municipalities, School Districts and Transportation agencies. MCM also assisted Clarion County with obtaining CJS appropriations.
MCM recently developed a Disaster Relocation and Recovery Plan for Clinton County Department of Emergency Service’s 9-1-1 Center.
The MCM team is assisting the Clinton County Department of Emergency Services with a frequency plan for their future public safety radio system as well as providing assistance with obtaining and licensing the required radio frequencies.
MCM successfully provided planning, acquisition, implementation, verification, training and project management services for a new IP 911 Telephone System for the county’s Department of Emergency Services.
The Staff of MCM recently completed a needs assessment, site survey & equipment inventory of the County’s communications systems.
MCM created a plan to migrate the County’s radio systems to narrow band and a 5-year strategic plan to enhance the communications systems for the County’s PSAP, Police, Fire, EMA, EMS and Municipalities.

The independent nation of Iceland has been a client of MCM for over 12 years. MCM created and implemented their EMD, Fire and Police Dispatch Programs and developed their new hire training and continuing education programs.
MCM created and implemented their training officer program and an evaluation program for their telecommunicators, supervisors and consulted for the Civil Protection Department of the Icelandic National Police on Emergency Management issues.
MCM recently provided system analysis, research, procurement, implementation and project management services of a wireless system for the Elk County Office of Emergency Services. This was a USDA Grant project.
The Staff of MCM recently completed a needs assessment study that created a multiphase strategic plan for the development of a new 9-1-1 Center/EOC Complex for the Elk County Office of Emergency Services. The results of the study and plan where presented to the County Commissioners, key stakeholders and news media.
After successfully completing a Needs Assessment & Strategic Plan for Elk County, the MCM team have been retained to complete the final Assessment, Acquisition, Design, Implementation, Verification, Training and Project Management Services for a 911 Communications Center & EOC Complex for the Elk County Office of Emergency Services. This project when completed will provide the Elk County Office of Emergency Services with a 24,000 square foot complex including a 911 Center, EOC, training room, offices, storage and indoor parking for HazMat & communication trailers and vehicles.
MCM is assisting the County 911 system in deploying to Wireless Phase I & Phase II.
The MCM staff is currently providing research, procurement and project management services for a new Computer Aided Dispatch System for the Jefferson County, Department of Emergency Services.
The Staff of MCM is currently providing project management services for the construction of a new Public Safety Communications Tower site. MCM also surveyed and researched adjacent private tower sites for possible co-location partnerships on the County’s future 275’ communications tower. This is a raw land to finish project.
As the prime sub contractor, MCM program managed a project that included performing a needs analysis, creating a multi phased strategic plan, then implemented the first two phases of the strategic plan, including upgrading the county-wide communications system, including the rebuilding of 4 county owned tower sites, the addition of 5 new tower sites, a new microwave network, adding a new interoperability channel and designing and building a new 9-1-1 Center. MCM assisted the County in obtaining a DHS grant to assist in paying for the project.

MCM provided a communications equipment inventory and comprehensive training program (train-the-trainer, hands on training, created user guides) for the seven county North Central Task Force (NCTF). The equipment included Kenwood TK 2180/3180 Radios, Kenwood Radio Programming, ICOM Air Radios, Incident Management Unit, Incident Management Trailer, Incident Management Unit Awing, Incident Management Unit Trailer Hitch, Global Star Satellite Phone, ACU-M, ECS Software and 800 MHz Radios and other communications equipment purchased with Homeland Security and other grant monies.

North Central Task Force
The MCM team conducted a communication GAP analysis to address interoperable communications, completed a Regional Interoperable Communications Plan (RICP), developed training and designed and conducted HSEEP exercises on interoperable communications for the NCTF.
MCM is currently providing professional services to the seven county North Central Task Force for Regional & PA STARNet interoperability planning, acquisition, implementation, training and project management services. This is PSIC grant project.
North Central Task Force
The MCM team is under contract to provide planning and logistics management for the North Central Task Force. Services include developing and maintaining an efficient and up to date database for equipment inventory, reporting on current equipment status, creating an equipment maintenance checklist for use by entities that accept Task Force equipment.
Distribution, redistribution and retrieval of equipment, cleanup and calibration of equipment, developing and implementing a comprehensive equipment maintenance program, developing a comprehensive sustainment plan.
Logging and tracking equipment usage, maintaining files for audit purposes, completing required DGM forms, developing equipment needs list for budgeting purposes, planning for purchases of equipment, providing a required to the Fiscal Agent and Program Manager on ordering of equipment.
Creating operational checklists to enhance efficiency in deploying equipment, advising the executive board on all matters pertaining to equipment needs and management and duties assigned by the Executive Board which are necessary to have a compliant equipment management system.
Northwest Central Emergency Response Group
The Staff of MCM represented the six county response group in the Region 36, 700 MHz Regional Planning Committee process. MCM provided research, technical advice as well as administrate assistance to the group. MCM also assisted the six county response group with writing their 700 MHz plan.

The Staff of MCM in cooperation with Agosti Fire & Safety Services (NWCERG Program Manager) developed a communications project-spending plan in accordance with the regional communications plan developed previously by MCM Consulting Group, Inc.

MCM also created a 5 year strategic plan to enhance the communications systems for the Region and the Counties’ PSAP, Police, Fire, EMA, EMS, Municipalities, School Districts and Transportation agencies. MCM also assisted the Counties and the Region with the successful application and resulting $500,000 Federal Appropriation award to fund their strategic plans.
Northwest Pennsylvania Emergency Response Group
The MCM team is currently conducting a communication GAP analysis to address interoperable communications for five county Northwest Pennsylvania Emergency Response Group and developing a comprehensive Regional Interoperable Communications Plan (RICP) for the region.
MCM staff has provided telephone network and billing reviews for Elk, Jefferson, Lawrence, Lebanon, Luzerne, McKean, Mifflin and Wyoming Counties. During a telephone network and billing review, MCM discovered a client was being over billed and had the ILEC refund them $22,300.00 and reduce their monthly phone bill by over $800.00 per month.
MCM provided system analysis, research, procurement, implementation and project management services for a wireless system for the Tioga County Department of Emergency Services.
South Central Mountain Regional Task Force
MCM Consulting Group, Inc. (MCM) with our partner company Agosti Fire and Safety Services recently sign a contract to design and conduct region-wide health medical table top and functional exercises to assess health care and emergency medical response which meet HSEEP requirements.
Various Counties, Task Forces, County Commissioners and State Organizations
The Staff of MCM have conducted training programs for Clarion, Lawrence, Mercer, York and other Pennsylvania counties, as well as at various Task Force, County Commissioner, APCO and NENA conferences. Topics include technology, new hire, continuing education, supervisory, training officer and management programs.

The MCM team recently signed a contract with Susquehanna 911 to complete narrow band propagation studies to assist the County in their transition to narrow band.
The staff of MCM has successfully assisted various counties with completing Federal Appropriation Request and Grant Applications, including COP’s Technology and EOC Grants and State DCED Grants.
